PwnageTool 3.1 that iPhone Dev Team had released for iPhone OS 3.1 couple of weeks back only supported iPhone 2G and iPhone 3G.
As reported earlier, iPhone Dev Team has released PwnageTool 3.1.3, which adds support to iPhone 3GS and iPod Touch 2G.
PwnageTool 3.1.3 will not support OOTB (out of the box) iPhone 3GS, which had iPhone OS 3.1 pre-installed or iPhone 3GS that had not been jailbroken or pwned earlier.
The iPhone dev team has published the following details on their blog about jailbreaking iPhone OS 3.1:
GOLDEN RULE: If you are using a iPhone 3G or iPhone 3G(S) with ultrasn0w and rely on ultrasn0w to obtain cellular service then you should only update your device with an .ipsw that is made with the new PwnageTool. There are no second chances with this. You need to remember that PwnageTool will provide an upgrade path to newer versions of the iPhone software in the future.
Please read all parts of this post before downloading and using these tools.

At the bottom of this post are the bittorrent files for the 3.1 capable version of PwnageTool.
PwnageTool will work for the iPhone 3GS assuming you have already Pwned it at 3.0 or 3.0.1
PwnageTool will work for the iPod touch 2G assuming you have already Pwned it at 3.0 or 3.0.1
PwnageTool WILL work for Original iPhone (1st Generation), the iPhone 3G and iPhone 3G(S) and the iPod touch (1st Generation and 2nd Generation) but NOT the iPod touch 3rd generation.
For 3G and 3G(S) users who are Pwned, PwnageTool is your key to updating in the future, just remember to never install an update directly from Apple, always use an .ipsw that has been created with PwnageTool.
There is no Windows version of PwnageTool it is a Mac OS X tool only, we are not developing a Windows version of PwnageTool.
What’s a Baseband?
The ‘baseband’ is the generic nickname given to the internal components of the iPhone that handle the phone calls and Internet access. This ‘baseband’ is a tiny and unique independent computer system that runs inside your iPhone, it is separate to the main system that handles the applications (such as email and google maps) and it talks to the main part of the phone over an internal communications network.
Think of it like a cable modem or other peripheral that is attached to your home PC that needs occasional updates. When a software update is released and presented to you within iTunes the baseband is sometimes updated (to fix bugs or add new features).
The 3.1 update for the iPhone 3G and 3GS contains such an update, so running the vanilla updater straight away with iTunes will reprogram and update the baseband.
WHICH DEVICE DO I HAVE?
Read the description to identify your device, once you have correctly identified your device follow the specific instructions for that device as listed below.
SIM Free/SP Unlocked/Factory Unlocked iPhone 3G(S)
This applies if you bought your iPhone 3G(S) for $$$$$$$. This model of iPhone 3G(S) doesn’t have an Service Provider lock (aka factory unlocked) and you are able to put any SIM card into the phone and get service. Your phone is already unlocked so you do not need to worry about baseband updates, if your device was Pwned at 3.0 or 3.0.1 then you can use PwnageTool to create an ipsw and then use this to update and jailbreak your phone.

Use PwnageTool to create a firmware image and restore with that .ipsw using iTunes.
iPod Touch 2G
Use PwnageTool to create a firmware image and restore with that .ipsw using iTunes, this will only work if you are already Pwned at 3.0 or 3.1. If you are at 3.1, downgrade to 3.0 and use redsn0w to Pwn 3.0 then you have an upgrade path using PwnageTool.
iPod Touch 3G
At this time PwnageTool does not support this device.
Please take a backup of your iPhone before you use PwnageTool to jailbreak it. Please refer to this post for more details. As with any hack, please proceed with caution as jailbreaking your iPhone could void it's warranty.

I am confused, as I bought my iPhone 3GS WITHOUT 3.1 software, and unfortunatly I upgraded it by accident. So, it was not shipped with 3.1. I did not jailbreak it though. Can I use this jailbreak whenever someone posts a ipsw?
The problem is that they have not been able to unlock the baseband that is bundled with iPhone OS 3.1.
So they have released PwnageTool which preserves the baseband update while upgrading to a pre-jailbroken iPhone OS 3.1. RedSn0w which was available to Windows users does not preserve the baseband so looks like they might not release it.
No, you would have to wait and see if the baseband is Hacked (if possible) because when your phone was updated through apple using iTunes your baseband was updated also thus making it more difficult if not impossible to jailbreak. Only people who havent updated their baseband (though iTunes update 3.1) and have a Mac currently are able to use Pwnagetools to jailbreak there iPhones. Everyone else will just have to wait and see.

I jailbroke my iPhone 3GS at 3.0 and 3.0.1, however, I accidentally updated to 3.1. I still have all of my old jailbreak .ispw's. Is it still possible for me to jailbreak, I don't need to unlock it, I already have AT&T. I am also running on a Mac. Thanks.

Since you had jailbroken your iPhone, it is already pwned so you should be able to jailbreak it using PwnageTool 3.1.3 and you don't need the older files, you can create a new one with it for iPhone OS 3.1.

It depends. If you have iPhone OS 3.0 running on your iPhone 3GS and it doesn't work then you will be able to restore only with iPhone OS 3.1 as Apple has stopped signing the older iPhone OS files and if you had unlocked it, you will also lose it as well.

I tried to use QuikPwn, and it created a 3.1 .ispw, however when I tried to install the new firmware on my iPhone, I got an error (error# 1600). What error is this, is there anything I can do to not get the error? I tried like 4 more times and the same error came up each time. Please help.

THIS IS HOW YOU GET 3.1 JAILBREAK TO WORK.
Follow the steps that it tells you how to create the custom 3.1 firmware bundle.
Don't have your phone in DFU mode. Just plug it in and wait for it to come up in iTunes. After that, you need to option+click on restore (NOT UPDATE) and select your custom firmware. And there you go, your phone will contact the apple update server, and if you see that, then you know it's going to work.

I just performed the update on my jailbroken 3Gs that was never upgraded further than 3.0.1.
It has worked! Software version is showing 3.1 while modem baseband is showing the old 4.26.08
NO NEED TO JAILBREAK again since performing the 3.1 update with the PwnageTool created .ipsw maintains the jailbreak. At first everything looks like a normal iPhone that hasn't been jailbroken except you will notice Cydia and Icy installed.
Using Cydia unlock your iphone like usual using ultrasn0w and BAM!! Jailbroken, Unlocked and 3.1!!

I've been JB'ed since the get go. I upgraded to a 3GS. I initially did a purplera1ny day, then JB 3.0 with purplera1n. Then 3.0.1 with Redsn0w. That's where I'm at now. I can easily do Pwnage, no prob. Saurik has my ECID info recorded as 3.1, and I still have the purplera1nyday file.
What I want to know is:
Is there any benefit to having the above stuff?
And
Will I get to keep tethering? I assume that Pwnage updates the carrier file to enable MMS, but what about my tethering? I cannot and will not give that up.

3. No, there is no Windows jailbreak. Even if there were, it would not be the same as before. You need a Mac or a friend with a Mac. Pwnage only runs on Mac.
I apologize for being harsh, I'm actually pretty new to all this as well, I've been stealing other people's work for years to hack my stuff. I've gotten fairly adept at fixing kexts and whatnot for hacked versions of OS X, but am by no means an expert or would pass along my code to anyone for fear it screwing up their stuff. The nature of these communities is that you have to learn enough on your own not to screw yourself. There will not likely be an easy tutorial, this is not mainstream. We do not just click "update" and expect things to magically happen.
