According to the release notes, iOS 4.3.1 brings several minor fixes and improvements to iOS devices.
Here’s the list of fixes and improvements in iOS 4.3.1:
– Fixes an occasional graphics glitch on iPod touch (4th generation)
– Resolves bugs related to activating and connecting to some cellular networks
– Fixes image flicker when using Apple Digital AV Adapter with some TVs
– Resolves an issue authenticating with some enterprise web services
According to the rumors, Apple may have released iOS 4.3.1 to fix the iPad 2 jailbreak vulnerability and improve battery life as some users have noticed significant decrease in battery life after upgrading to iOS 4.3. Earlier in the week, Apple had released Apple TV Software Update 4.2.1 (iOS 4.3.1) for Apple TV 2G to fix screen flickering issues.
But if you don’t care about jailbreaking or unlocking your iPhone then you can update your iPhone with iOS 4.3.1 via iTunes.

(It’s very unlikely they fixed the bug in comex’s unreleased iPad2 jailbreak, but you never know. Better to wait for confirmation first.)
