One of the reasons for not pre-installing Cydia was because it did not support iOS 8. But now that saurik has released Cydia for iOS 8, and just a few minutes back released a massive update to fix the passocode issue with Pangu Jailbreak for iOS 8-iOS 8.1, the Pangu team has confirmed that they’re working to release a new version of Pangu which will install Cydia during the jailbreak process.
They have made the following announcement on their official Weibo page (please note that the below excerpt has been machine translated):

PanguTeam haven’t provided an update on when they plan to release the Pangu Jailbreak for Mac.
