Alongside iOS 13.1, Apple will also release iPadOS 13 to the public on September 24. This will be the first major release of iPadOS since it was announced at WWDC 2019.
While Apple had announced iPadOS 13 in June, the company has already gone ahead and released developer beta builds of iPadOS 13.1. At the moment, it is unclear if Apple will release iPadOS 13 or iPadOS 13.1 on September 24 (i.e. tomorrow). Like iOS 13.1, the first public release of iPadOS was scheduled for release on September 30. However, Apple has brought forward the release by almost a week and will release iPadOS alongside iOS 13.1 to the public.
iPadOS brings with it some major multitasking improvements to the iPad. By branching iPadOS and iOS, Apple will be able to better focus on making the iPad a better PC replacement than it currently is.

iPadOS Release Time
iPadOS will be released to the public around the same time as all other major public software updates from Apple: 10 AM PST/1 PM EST. The company had released iOS 13 to the public at around the same time last week.
